The Talmud says that one who repents cannot stand in the same place as a completely righteous person. There are divergent opinions about the true intention of this quote. Does it mean that those who repent are higher than complete righteous people? Or does it mean they're simply "not in the same place", i.e. coming to God from different perspectives? I say that those who repent can reach higher levels than those who are completely righteous, and this is the true intention of the quote.
In Hebrew, "Baal Tshuvah" literally means, "Master of Repentance", i.e. one who repents. It's used to describe people who return and repent to God, following the path of Torah and good character, after either straying from its path, or being raised irreligious. Both types of returnees to Judaism are called "Baalei Tshuvah".
Compared to someone who grew up in the path of Torah and never strayed from the borders of holiness, a Baal Tshuvah faces tremendous challenges. They are not only aiming their hearts to God, they are also fighting the impulses and secular conditioning they either grew up with or were involved in.
Those who are truly sincere, and work hard to break the bad inner tendencies and character traits they picked up in the secular world, and not only to uphold their physical religious observance, can rise to higher levels than those who've walked the path of Torah all their lives, depending on their struggle and effort.
